[WITHDRAWN] [VOTE] Release apr 0.9.15 / 1.2.10 --- apr-util 0.9.14 / 1.2.9

The packages below are withdrawn from consideration for release.  Although
the changes to apr-util-0.9.15 seem trivial --- if we encourage testing
I even decided we should have a package that will test in unattended
operation (thanks Bojan for those changes).  So all new packages en route.
