Fallback to user_prefs.template from sa-update

Here is an alternate patch we are using to be sure to always use a
user_prefs.template when all other options failed.

Pushing the fallback options at the end of the list avoid behavior change and
cover the warning when none is found:
"warn: config: failed to create default user preference file"
