Patch

This patch creates an interface (ProcessDestroyer) and a new class for the
current implementation (ShutdownHookProcessDestroyer). It also sets
ShutdownHookProcessDestroyer as the default implementation.

Note that this patch overlaps slightly with the patch for 36222 within the
Execute class.
