   I didn't get chance to debug it fully but I think issue for `org.apache.pulsar.client.impl.SequenceIdWithErrorTest.testCheckSequenceId` at [producer creation](https://github.com/apache/incubator-pulsar/blob/master/pulsar-broker/src/main/java/org/apache/pulsar/broker/service/ServerCnx.java#L821). This test fences the managed-ledger and SchemaService's managed-ledger is not able to recover properly which is somehow not completing schema-future and producer creation gets stuck which causes send-timeout.
