[ANNOUNCE] New Apache Hadoop Committer - Thomas Marquardt

On behalf of the Apache Hadoop PMC, I am very pleased to announce that
Thomas Marquardt has been elected a committer on the Apache Hadoop project
recognizing his continued contributions to the project.

He was already a branch committer on the HADOOP-15407 Azure Blob File Store
branch —he now gains full commit privileges.
