another proposal(possible after 0.8.0 release)

1. create new RPM package bigtop-platform (move all platform dependents to bigtop-platform RPM)

2. all component require bigtop-platform.

3. in bigtop-platform:

a) if RHEL6 less than version 6.4, require redhat-lsb
b) if RHEL6 less than version 6.4, require redhat-lsb-core
