Downloads page mirror selection

It seems to me that using mirrors on our downloads page is a good idea. The skeleton for doing so was there, but it did not work. Looking at OpenNLP and UIMA they both have the same mirror selector. I was able to look at and attempt the cgi code that was on the OpenNLP site, but it does not seem to work. Currently I get "You don't have permission to access /downloads.cgi on this server." When trying the mirror Change button on the cTAKES downloads page:
http://incubator.apache.org/ctakes/downloads.html

Where would I get assistance for this? Perhaps release candidates do not get to be on the mirror sites? Can we get it ready for the first release anyway?
