What is this PR for?
Enable to build tony project with maven. So that tony can be involved as a submodule of submarine.

What is the Jira issue?

How should this be tested?
mvn clean package -Phadoop-2.7
mvn clean package
mvn clean package -Phadoop-3.1
mvn clean package -Phadoop-3.2

Questions:
Does the licenses files need update? No
Is there breaking changes for older versions? No
Does this needs documentation? No
