Jar being scanned for TLDs commons-jcs-jcache-2.0-M1.jar

I found a jar (commons-jcs-jcache-2.0-M1.jar) from the Plume distro that is
being scanned.

Version info:

Apache Tomcat (TomEE)/8.5.3 (7.0.1)
Server built:          Jun 9 2016 11:16:29 UTC
Server number:         8.5.3.0

Below line can be modified in file catalina.properties to stop this from
scan:

tomcat.util.scan.StandardJarScanFilter.jarsToSkip=\
commons-jcs-jcache-2.0-M1.jar,\
