So the project doesnt want to be notified when someone updates an issue (perhaps someone contributing a patch for example)?

Notifications of actions in JIra show people that things are happening, an entire discussion could take place on a Jira ticket, the mailing list really needs a copy of this.

Can I suggest you ask to have a notifications@ list created perhaps and have Jira notifications sent there (lots of projects do this)
