No {{package-list}} anymore: https://svn.apache.org/repos/asf/ant/site/ant/production/manual/api/

If it is not a misconfiguration on Ant build side, generating on Java 9+ side with release set to 8 {{package-list}} is not generated, but only {{element-list}}. Thus, the warning.

Tried to generate Javadoc on Ant with Java 11: Failed with an error.
