while this would just be simple at first, the more complete solution I was thinking of:

* have option of failing/ignoring in a non-interactive build
* track types of licenses that were accepted, and allow accepting them on a per-execution (this time only), per-project (always for this project) or per-user basis (always).
* allow configuration from settings.xml to enable company-wide settings.
