Tomcat ODBC connection to Oracle 9i

I am using Oracle9i, Tomcat 4.1 using IIS and Microsoft ODBC DSN.  It works
fine, but
after the Oracle server reboot, the ODBC DSN cannot automatically reconnect
to Oracle server. (the error message is TNS name does not exist).  After I
manually restart inetinfo service, it works again.

Is there any ODBC connection problem for tomcat to connect Oracle server?
