irc bot for jenkins

Hey Leif,

What do you think about enabling the IRC bot for ci.trafficserver.apache.org? The email notification seems pretty crashy, and I think that it would be helpful to have IRC notifications, provided they are not extremely noisy

I suppose you need to sit down with a decent Java book and a big pot of

Yeah, lets look into that again, I assume there’s an IRC plugin for Jenkins we can use?

I’ll take a look at offing Jenkins again when I get back, Java is blowing gaskets right now over email notifications, and I’m not really a Java person… Suggestions how to fix that is much welcome :).
