Bug Situation: when u select a paragraph and changed the selected paragraph
color. Eg. i will explain with a scenario.
1) consider you selected a paragraph and you changed the background color of
the selected paragraph (consider your filling the paragraph with yellow color)
2) Suddenly you want highlight the first three lines of that paragraph with
different color (consider with RED)
Expected Result :
1) The first three lines of the paragraph should be in RED
2) The remaining lines of the paragraph should be in YELLOW
ACTUAL RESULT:
1) The whole paragraph will turn into RED color.

The help for the Background button on the toolbar says, "Applies the current
highlight color to the background of a text selection. If no text is selected,
click the Highlighting icon, select the text that you want to highlight, and
then click the Highlighting icon again. To change the highlight color, click
the arrow next to the Highlighting icon, and then click the color that you
want."
This described behavior is identical in function to the Microsoft Word
"Shading" button.
The problem is that pressing the button actually colors the full paragraph and
not just the selection.

Could not reproduce. For the paragraph, use 'Paragraph...' in the context menu.
For the text, select it and use 'Character...' in the context menu. I could
independently change these colors/fills as needed.

and confirmed this behavior when Paragraph formatting is used to set both the
initial "yellow" background color and later "red" on a few lines.
When background color is set with character formatting rather than paragraph
formatting for the background settings of both areas, or background color is
set with Paragraph formatting for the larger area, followed by character
formatting for a subset of the area, the "expected" background setting happens.
I am not sure what specifications apply to this scenario, but using Paragraph
formatting for both these actions is the root cause of the behavior.

Responding to Comment 5:
I confirm that selecting the icon with the pen and the "ab" colors the
background of the selected text only. I also confirm that selecting the icon
with the bucket colors the background of the entire paragraph.
My guess is that people are writing this up as a bug because they are confused
about the operation of the two buttons. My guess is that they check help when
one of the buttons does something they don't expect. The problem is that the
help text appears to say that the highlighting button sets the background and
the background button sets the highlighting.
I think that fixing the help would solve this report.
Go to OOo help. Select "Background" in Help and navigate to "Using a Color as a
Background". The help message starts with "Color Background
Click the color that you want to use as a background. To remove a background
color, click No Fill."
It then shows the pen/ab icon, labeled "Highlighting" with no text.
It then shows a blank area (a few blank lines)
It then shows the bucket icon, labeled "Background color" and provides the
following text:
"Applies the current highlight color to the background of a text selection. If
no text is selected, click the Highlighting icon, select the text that you want
to highlight, and then click the Highlighting icon again. To change the
highlight color, click the arrow next to the Highlighting icon, and then click
the color that you want."
Visually, this help text appears to be connected to the Background Color
button.
Revising the help message so that the message about highlighting goes
immediately below the Highlighting icon, and the message about background color
goes immediately below the background color icon (rather than immediately above
the highlighting icon), would eliminate the ambiguity or misimpression.

Test Procedure:
1. Write or copy and paste a paragraph of text into a writer document.
Duplicate the paragraph with one line of space between the two paragraphs.
*sample*
I water my garden, therefore my garden is green. I water my garden, therefore
my garden is green. I water my garden, therefore my garden is green. I water
my garden, therefore my garden is green. I water my garden, therefore my
garden is green. I water my garden, therefore my garden is green. I water my
garden, therefore my garden is green. I water my garden, therefore my garden
is green. I water my garden, therefore my garden is green. I water my garden,
therefore my garden is green. I water my garden, therefore my garden is green.

2. Select a portion of the text in the first paragraph that you wish to color
the background of.
3. Select the desired color from the "Paint Bucket" drop down menu.
Expected Behavior: The selected color will fill the background area behind the
selected text
Observed Behavior: The selected color filled the area behind the entire
paragraph.
Notes:
* The fill did not jump to the second paragraph.
* The highlighter tool (Format character) seems to provide the desired
functionality

My previous testing had been using the Format menu, and resuts are in Comment
1. Now using the icons, basically my finding are: individual text highlighting
is what happens using the "ab" (Highlighting) tool; and complete page
background color change is what happens using the bucket (Background Color) --
-- tool. On the latter, if you use this and keep typing, you will see that all
lines inherit the background color.
I'm using 4.1.1 Linux 32. Would like some additional confirmation on other
platforms, but it does seem that a change to the help on this is needed.

Was able to reproduce on version 3.4.1 on both Windows 7 and Mac OSX Mavericks.
I followed the steps given by vignesh and verified that the whole paragraph did
turn a red color. I tried this with several other colors and multiple
paragraphs, and it appears to only color the background of paragraphs as the
smallest unit. In other words, it is not possible to color the background of
letters, words, or sentences using the button on the toolbar.
I was also able to confirm Armin Le Grand's instructions. It is possible
independently change the background color of letters, words, or sentences
within a paragraph by going to the menu Format -> Character... and then
choosing a background color.
I think the issue here is that the background fill button is misleading. It
applies formatting at the paragraph level, but it is next to the font color and
highlight colors buttons, which format at the character level.
As a comparison, MS Word's background fill button will only shade the selected
text, and otherwise will shade the paragraph where the cursor is located. This
may be the behavior vignesh is expecting.

You are likely using the wrong button. There exists two buttons, one with "'ab'
and pen" as icon and the other with a bucket as icon. The help text belongs to
the "'ab' and pen" button, and the button works as described.
If you use another icon theme, then the icons might look different. But
independent of the theme, the command of the "'ab' and pen" button is
.uno:BackColor and the other command is .uno:BackgroundCOlor.
