[RESULT] [VOTE] Adopting Bylaws

The vote to adopt the bylaws as they are stated here
<https://cwiki.apache.org/confluence/display/METRON/Apache+Metron+Bylaws> has
passed by simple majority with 3 "+1" binding votes, 1 "0" binding vote and
2 "+1" non-binding votes.
