After creating my password file, I try accessing a restricted portion of my web
site and am unable to obtain access.  I have removed references to the password
requirement and access without difficulty, so the issue seems to be the password
file.  Patches htpasswd-c-and-n-options-conflict and
htpasswd-overwrites-old-file have been applied already.
