Lucene PMC welcomes Chris Mattmann

I'm pleased to announce the Lucene PMC has voted to add Chris Mattmann  
to the PMC.  Chris has been a long time contributor to Nutch and Tika,  
with some Lucene and Solr sprinkled in as well.  I'll leave it to him  
to fill in more on his background if he so chooses.

Hey Grant and everyone,

Thanks so much for voting me in. It's been a great time working within the Apache Lucene community for the last 4-5 years and I really think the work is innovative. Great job out there to all the sub-projects. It's really a canonical reference architecture for building out not just search, but data-intensive system issues in a principled way.

I'll do my best to represent the community on the PMC and to pay you guys back for this prestigious honor.
