This is not a bug. You need to specify the location of struts-config.xml in 
your web.xml file. In the <servlet> section, you need to add:

    <init-param>
      <param-name>config</param-name>
      <param-value>/WEB-INF/struts-config.xml</param-value>
    </init-param>
