RC4 Update

I have just finished testing the RC4 test build and realized right 
before uploading it that the source dist didn't include the descriptors 
subproject again.  I have patched maven.xml (not sure how Craig's 
changes got lost), and have just rebuilt the distributions.

The files will be transfered to the staging server tonight and I will 
post a "Please Test" email sometime Tuesday morning (US-EST).  Sorry for 
the slight delay.
