Enhanced PR editing

    I have added two more buttons to the editor's display of the bugdb
    full problem display page.  They allow the editor to one-step close
    the PR as being a common duplicate, or as regarding one of the
    Forbidden Subject (CGI programing, basic configuration).

    Please use them with care..  if you're on the bug list, you should
    have seen some of the messages go by whilst I was testing.
