As I can in debugger see artifacts are downloaded there - https://github.com/apache/maven-assembly-plugin/blob/master/src/main/java/org/apache/maven/plugins/assembly/archive/task/AddDependencySetsTask.java#L158
Perhaps code should set more parameters in {{ProjectBuildingRequest}}
