background-color in region-after

Hello.

   I need to set the region-after and the region-before with a background-color. I have the region-body with margins
      and I put the region-after and the region-before with bakground-color:

<fo:simple-page-master master-name="ModeloFacturaLocalizacion"

page-height="29.7cm" 

page-width="21cm">

<fo:region-body margin-bottom="2cm" margin-top="2cm" background-image="fondo.jpg"/> 

<fo:region-after background-color="#FFEEDA" extent="2cm"/>

<fo:region-before background-color="#FFEEDA" extent="2cm"/>

<fo:region-end extent="2cm"/>

  but I get the pdf with a white space in the regions (before and after). I don´t know why?.
