subversion completely hosed - can not update / commit

I am having serious problems with subversion after moving and deleting  
some files (and
using svn to move/delete the files/folders).

Right now I can not do an update.  I get:

Error: svn: Working copy '<path>' locked; try performing 'cleanup'.

So I do a cleanup using my IDE plugin, I do a cleanup from cygwin and  
and do a cleanup
from Tortoise svn and nothing.  I do reverts, I do more cleanups, I  
move directories out
of the way to refresh the dir from svn and nothing.

any ideas?

I am using:
svn, version 1.4.3 (r23084)
    compiled Apr  7 2007, 00:02:24

At this point I can not properly update or commit.  No one else is  
having these problems.
  The offending directory was moved out of the way locally and I  
refreshed from the
repository and still nothing.

nuke (or not) the working copy and try a checkout for a fresh one
