What is the install path of Tomcat?
There are known problems with having Tomcat installed in a directory structure
that contains spaces.
If your install directory structure does indeed contain spaces, please try
installing it in a directory structure that does not contain spaces.
p.s.
This (directory structure with spaces) will also cause problems with xerces
trying to resolve dtd pathes.
