How do you see that?  Have you "unzipped" a war archive or is it just the display
of some tool.  Some Windows tools try to help you and assume that all uppercase
filenames must have been created on a DOS box - and convert them to all lowercase
when they display them.

<war> takes care of the case and explicitly uses WEB-INF/ and META-INF/.
