For the Unmanaged AM mode, we need to know the job ID immediately after submitting the job to the Resource Manager (i.e. when the RM has accepted the submission, but _before_ the job is actually running). To enable that, we need a new launcher status and event, plus a default event handler that would just write a message to the log.
