IMHO the xpath requirement is a bit too specfic making it too much out of scope for the standard rules of the enforcer plugin.
If this considers the changes-plugin, you might want to ask for an improvement of the [changes-check|http://maven.apache.org/plugins/maven-changes-plugin/changes-check-mojo.html] goal.
