Before 1.6 {{oak-run compact}} had a way to explicitly enable/disable memory mapping of the tar files. Somehow this got lost in {{oak-segment-tar}}.
We need to add this back as e.g. on Windows memory mapping does not work well and we need to be able to explicitly disable it.
