I suggest two approaches; one is to introduce configurable sampling parameters for majc, minc, gc, and replication tracing, defaulting slightly lower than they do now (currently trying out majc 1.0 => 0.1, minc 1.0 => 0.1, gc 0.01 stays, replication 1.0 and 0.1 for different ops => 0.1).  Another is to reintroduce a minimum span length to the span receiver (in earlier versions the min span size was 1ms, but now it is 0ms).  This could be configured differently for HDFS and Accumulo, so we could keep min 0ms for Accumulo and set a higher min for HDFS, e.g. 1ms.
