announce: Rules du Jour version 1.21

For all RDJ and SARE users:

I have released version 1.21 of Rules du Jour. The only change is that
ALL SARE rulesets are now included in the default registry. If you have
additional ruleset information you believe should be included by
default, please contact me directly.
