Publishing webservices in AXIS with different character encoding

Hi there guys!
I've been using Web Services with Apache Axis very recently and I've 
come across one problem:

How to publish web services developed with AXIS and Tomcat so the 
generated documents will be in different character encoding? I mean 
different than UTF-8, ex.: Windows-1252.
Our database is working with Windows-1252 and publishing data with UTF-8 
encoding doesn't seem to be perfect.

I'll appreciate your answer.
