removing redundant copy of uima-cpp 2.4.0 content from distribution point

In preparation for moving our distribution point from p.a.o to the new SVN for
distribution, I noticed uima-cpp-2.4.0 content was present twice in old
distribution point on people.a.o/www/www.apache.org/dist/uima - once under a
directory uima-cpp-2.4.0 and once at the top level.  I saw that our download
page references the copy under the uima-cpp-2.4.0 directory, so I deleted the
extra copy at the top level.

If this is wrong, please reply :-).
