CGI Scripts

Trying to setup CGI access for my web sites but am having 
troubles with the location of CGI scripts. When as user 
uploads the cgi files into a folder for the CGI the Apache 
server assumes it's in the /var/html/cgi-bin/ folder 
instead of the users cgi-bin. How do I correct this?
