[Bug 92862] Keyboard shortcut to insert picture Alt-I-U-F broken

I have tested this on with the following conditions

Release r1400866
Win7
Impress - with a blank presentation and slide.
Pressing Alt, I, U, F
I also tried holding all down and it still succeeded in opening the picture
explorer window.

Under these conditions I was unable to reproduce this issue. While this may
still occur on linux boxes it does not seem to occur on windows 7 with this
latest release. I will try and get a linux box to test it on. I hoping to find
that the issue is fixed on all platforms and is no longer an issue.
