[CANCELED] [VOTE} Release Apache cTAKES 3.1 - rc2

rc2 of Apache cTAKES 3.1 is canceled. 

rc3 will
- have the re-trained constituency parse model as the default
- not include ctakes-temporal or ctakes-temporal-res
