Perhaps something is not being GCed, but you can increase the amount of RAM that can be used by maven.

I run multiproject on about 40 projects with no problems aside from taking forever just because it is 40 projects.

Description:
22 projects. Maven fails in xdoc plugin when RAM requirement reaches roof (currently 256M).

I'm not sure wether or not this is an issue with the plugin or Maven/Jelly, but I'm posting it here as it is this plugin that manifests the problem.
