Retiring kato
I am preparing to follow the procedure, but I'm new to this.
(a) Is [1] up to date with recent changes to use the CMS and
improvements to the clutch?
(b) where does podling.xml live in SVN?

I need some more help here. The IPMC approved a release of kato, but
no one ever updated the status page to reflect copyright clearance.
What shall I do?

Yes.

As indicated at [1] it is in the normal incubator SVN at
content/podlings.xml
i.e. https://svn.apache.org/repos/asf/incubator/public/trunk/content/podlings.xml
