Need to also publish the python binding to pypi, and we need github action to do so because of the os matrix

I think a fix forward is to cherry pick the github workflow fixes on top of the current 0.8.0 tag and manually run the "release python" workflow.

Thank you @mahinshaw that does look like the underlying issue, we bump msrv to 1.88 in #1902 but i still see a few mentions of 1.87 in the github workflows

I came across this looking for the crate version after seeing the release tag.
It looks like you need to update your msrv in the [publish workflow](https://github.com/apache/iceberg-rust/blob/main/.github/workflows/publish.yml#L30).
The Cargo.toml expects [1.88](https://github.com/apache/iceberg-rust/blob/main/Cargo.toml#L39), which was added for the 0.8.0
I'd be happy to make a PR, but I don't know that it would help the situation as it's fairly far back in the stack of changes on main.
