This document opens perfectly in the latest Git, so it must have been fixed by
the recent OOXML patches.

Judging by the _rels/.rels file:

  Target="/word/document.xml"
attribute with a wrong leading slash, tells me it's bug 117672.

Resolving DUPLICATE.
