PID file not removed when service stops, preventing next start

Windows XP x64 fully patched
1.6.0_20 JREs, both 32-bit and 64-bit

When the Tomcat 7 service is stopped, the pid file is not removed. This prevents the next start from working although a second start will work. I could not see anything wrong with the Tomcat 7 service set up.
