recently the workflow `issue-automation.yml` is active, and closed a lot of issues which is more than 15 days inactive.
this may cause some potential problem closed without resolved, so disable that workflow temporarily.
we need to discuss and decide what a robot `should` and `can` do in ShardingSphere community.
