The Dockerfiles are currently hard-wired to work against the apache mirrors to retrieve official releases.

In order to test features against Flink-SNAPSHOT, and as a generally useful dev feature, we should allow generating the images against an arbitrary url.
In the case of Flink-SNAPSHOT, these would for example be the S3 bucket we upload the snapshot binaries to.
