May I suggest to not implement it in the branches of the R11 and R12 releases? 
Java 7 came out in the second half of 2011, which is later than when we introduced the r11.x version, and only 9 months before we introduced the r12.x version.

The reason I am suggesting this is that probably most who have a r11 or r12 OFBiz setup will have the java 6 version. 
Of course, we don't have any hard data on this. But it is commonly known that
# people and businesses (especially those who have economical dependencies) are reluctant to something new as it will require change and implementing change costs
# changing a winning team introduces risks.

As we haven't released r13.x yet, fixing this for that release candidate would be appropriate. But a patch for the other releases would suffice. 
That way, users of r11 and r12 can decide for themselves if and when to apply it.
