Download Volume process

Hi,
I've ACS 4.19.1 with vcenter 7, I'm trying to download a volume but it
fails.
In the log i simply got:

2024-08-19 12:38:47,086 ERROR [c.c.a.ApiAsyncJobDispatcher]
(API-Job-Executor-28:ctx-fb9e1c78 job-252) (logid:b82405bf) Unexpected
exception while executing
org.apache.cloudstack.api.command.user.volume.ExtractVolumeCmd
com.cloud.utils.exception.CloudRuntimeException: Failed to copy the volume
from the source primary storage pool to secondary storage.

I understood that the process try to copy the volume from primary storage
to secondary, could you please tell me how?
Who are copying the volume? ESXi host? Secondary Storage VM?

Ok, the issue is also present in converting a volume to a template, so I
just need to know which kind of traffic is involved converting a template
from a local storage of an ESXi to the secondary storage.
Anyone?
