I haven't produced a test case, but I assume this to be true based on a review of the code.
If a project has a dependency on another project, and that project has a dependency only available in a repository declared in that project, I don't believe those additional repositories are used to search for artifacts. It would appear that the artifact would not be found.

Resolution: Fixed
now we're associating repositories from each project with its declared dependencies, so we can resolve each from the proper place.
