[DISCUSS] Retirement of Concerted

Following a discussion[1], the Concerted community has voted to retire the project from incubation[2]. Per the retirement guide[3], the next step is an IPMC vote for retirement. Are there any objections or comments? If not, I shall start a vote shortly.

IMHO, the discussion is not necessary.  But yes I think it's best to retire.
