The reason is because the equivalent code for messages_en.js is contained in https://github.com/jquery-validation/jquery-validation/archive/master.zip::core.js. So it's not present when using npm. That's annoying and I see only noe solution: adding it by hand. There are several versions online; better use the one we still have in R18.
