After creating a spread sheet and doing 'save/save as' the directory of the
file dialogue is always the same, e.g. 'Eigene Dateien'. Instead of that it
should/could be the director< last used.

Please try 

a) creating and saving one file in C:\tempdir and
b) create a second file.

Which directory is offered upon saveas for the second file?

The path defined as My Documents in Tools - Options... - OpenOffice - Paths

I was not able to replicate this bug with version 4.0.1 on Windows 7 64-bit.
When I went to save a file the directory successfully showed the last location
that I saved at.

...the saveas dialogue should have a memory and show up with the previously
used directory next time it is executed.

Yes it did remember, until:
Tools - Options... - OpenOffice - Paths - Paths used by OpenOffice -> change My
Documents.
Now after restart, new path is offered instead of recently used as was before.
Maybe try reset user profile?

On my machine, Win XP SP§, the dialogue almost always starts with 'Eigene
Dateien' (Own Documents).

Does the memory of the last used directory work 
 a)between OO-Starts as well as 
 b)between dialogue->show?

When save as, last directory save was performed at is given.
Description can not be reproduced or is misunderstood.
