after a thought on the description I wrote, I see another option that may work:
what if the 2 svnpubsub entries published data to /, intead of first to / and second to /components?

= in svnwcsub.conf:
/www/maven.apache.org/content: %(CMS)s/maven/content
/www/maven.apache.org/content: %(CMS)s/maven/components

it seems there is a chance it would work, no?
and if we're not sure, we could test it on a parallel copy...
